Raise the grainBack to Preparing the surface
Water causes wood grains to raise and leaves a slightly rough surface. To prevent a fuzzy, raised surface when water-based products are used, you'll want to raise the grain on purpose.

STEP 1: After the wood has been sanded, wipe it with a wet sponge. Be sure to wipe off any excess water. Let it dry overnight.
STEP 2: Lightly sand the surface with 220-grit sandpaper to remove the raised grain. It should only take you about a minute to sand the surface of a dining room table.
